Open Call: Frequent Questions – FAQs

Before submitting any proposal, we suggest to all interested parties to study carefully the dossier with the full description, terms and procedure for participation in the Open Call for Proposals, as well as the artistic vision of 2023 ELEVSIS, which can be found here.

You may find here the entire press conference held on February 1st 2021, during which the Artistic Director describes and analyzes the Artistic Vision of 2023 ELEVSIS (specifically refer after 00:42:00). Please note that the press conference was only held in Greek.

Please note that the 2023 ELEVSIS International Open Call for Proposals is not a  tendering process for the award of public contracts. The selection of the proposals does not bind 2023 ELEVSIS for the signing of respective contracts with the selected participants. 

The selection is a separate process that starts on 12/04/2021 and will end on 31/05/2021. During the aforementioned period, if the typical conditions for participation are met, the General Artistic Directorate will receive and evaluate your proposal, in order to be relevant to and to promote the Artistic Vision and the Strategic Objectives of 2023 ELEVSIS (in detail in the 7th article of the Open Call). 

This procedure only starts the process of possible inclusion of these projects / actions in the 2023 ELEVSIS programme, which shall take place at a later stage, in accordance with applicable legal provisions and legal procedures (paragraph 5.2).

QUESTION 01.

What exactly should my proposal include?

Α. 

Your submitted proposal should be complete in terms of the information required under Article 6 of the Terms and Procedure of the International Open Call  for Proposals. In the process of submitting your proposal, the online form completely guides you in terms of this content.

QUESTION 02.

Can the proposal include further explanatory or other additional material? Is there a specific format?

A.

Regarding the additional information material that can accompany your proposal, in the online form it is possible to attach a link or a document with any additional information that you deem contributes to the better understanding of your project (in more detail in paragraph 6.2). Among additional information for the application of your proposal, please note that you can/need to provide a short CV of the contributors, the artistic vision of your organization, an indicative budget and other technical requirements for the implementation of the project (technical rider). There is no provision for physical information material during the process of the Open Call for Proposals, the attachments are made either in the form of a link or of an electronic file.

QUESTION 03.

The Open Call addresses only new productions that will be fully subsidized from 2023 ELEVSIS? Ready-made or elsewhere presented productions and/or performances are not of the interest of the Open Call? 

A.

The 2023 ELEVSIS Open Call refers to the submission of original projects/ actions that have not been presented in the past. However, in exceptional and special cases of project proposals concerning projects that agree and promote the Artistic Vision and the Strategic Objectives of 2023 ELEVSIS, they will be examined by the General Artistic Directorate. 2023 ELEVSIS howevere does not undertake the production of projects / actions. 

QUESTION 04.

Do the proposed works (sculptures / installations) have to be ephemeral or can they be permanent?

A.

At this time 2023 ELEVSIS can only accept temporary/ephemeral artworks. In the event of the assignment of the project / action, several aspects of the projects/action can be discussed/negotiated for its finalization.

QUESTION 05.

Is there a limit to the number of proposals that an artistic group can submit?

A.

As described in point B. Τerms and Procedure of Participation in the Open Call for Projects and based on paragraph 4.3 each interested party is allowed to submit ONLY one proposal, which concerns the unique entry of data in the field A.1. Legal information of the online form (legal form, VAT number, Tax Office, address), regardless of the legal form of the applicant.

As it is mentioned in the 7th article of the Open Call, all proposals will be received and evaluated by the General Artistic Directorate, in order to be relevant to and to promote the Artistic Vision and the Strategic Objectives of 2023 ELEVSIS.

QUESTION 06.

After submitting the completed proposal, follows the selection and then the realization of the selected projects?

Α.

As stated in the Purpose of the Open Call for Proposals, The selection of the finally selected proposals does not bind 2023 ELEVSIS for the assignment of the relevant project/action to the selected participants and the signing of respective contracts. The above term is a mandatory field of acceptance on the part of the interested party for the successful submission of the proposal.

The selection is a separate process that starts on 12/04/2021 and will end on 31/05/2021. During the aforementioned period, if the typical conditions for participation are met, the General Artistic Directorate will receive and evaluate your proposal, in order to be relevant to and to promote the Artistic Vision and the Strategic Objectives of 2023 ELEVSIS (in detail in the 7th article of the Open Call). This procedure only starts the process of possible inclusion of these projects/actions in the 2023 ELEVSIS programme, which shall take place at a later stage, in accordance with applicable legal provisions and legal procedures (paragraph 5.2).

QUESTION 07.

Are there any restrictions on who can participate in the International Open Call? Can an unemployed artist apply? Can a hired artist apply? Can an interested person participate as an independent artist?

A.

Regarding the eligibility of applying, in paragraph 5.1 of the International Open Call, it is stated that participation is open to all natural or legal persons, who are established either in Greece or abroad or their associations/groups. It is important that the proposal will be complete in terms of the information required under Article 6. At this stage the submission of legal documents is not required.

If a project/action is selected, and only in the event of assignment of the project /action, discussions-negotiations will take place between the applicant and 2023 ELEVSIS, in order to determine the terms of the contract. In any case, please note that 2023 ELEVSIS cannot contract with natural persons.

QUESTION 08.

Can a non-European artist apply or are only european artists eligible?

Α.

It is possible for artists worldwide to apply. In paragraph 5.1 of the International Open Call, it is stated that participation is open to all natural or legal persons, who are established either in Greece or abroad or their associations / groups.

Please note that 2023 ELEVSIS strongly suggests that interested parties based outside Greece may apply with the cooperation of a body in the country. The local partner can be mentioned during the application process, or be added later if the project is selected.

QUESTION 09.

Does the photo folder provided in the press kit refer to the available spaces from which we can choose to present our work / action?

A.

The city photos provided in the Open Call file concern indicative images of the city and inspirational material for those interested, and in no case concern exclusively potential locations of projects/actions. 

QUESTION 10.

Is it important to indicate the space where our project/action will take place? If yes, are there specific sites-areas available in Elefsina? 

A.

At the phase of the proposal submission, you are not asked to indicate a specific space, unless it is a key element of your idea. Within the online form you may  provide a description of the possible location requirements of your project by briefly describing the needs for its proper implementation (type of space, indoor / outdoor space, general dimensions, capacity and .etc.). In the event of assignment of the project / action, the final location of the project will be the result of the discussions-negotiations between the applicant and 2023 ELEVSIS. 

QUESTION 11.

Can you grant a permission to travel so that those interested in applying to the Open Call can visit the city of Elefsina, for research reasons?

Α.

Due to the strict lockdown of the Attica region, it is not possible by law for 2023 ELEVSIS to issue permission certificates for persons outside of our company. For reasons of public safety, it is highly recommended to align with the travel restrictions currently applied across the country. We suggest that based on your capacity to travel, you proceed accordingly to the organization of your plans.

QUESTION 12.

When submitting, is it necessary to define the year of the implementation of the project/action  (2022 or 2023) or not? Can part of the project / action start earlier (2021)? Who chooses when the project will potentially be presented, 2023 ELEVSIS or the participant?

A.

We would like to point out that the implementation period of the projects is the years 2022 and 2023. When submitting your proposal you may indicate your intention regarding the overall project/action timeline as well as the year of your availability. However, if selected successfully, the final timeline of the  project/ action may differ from the one indicated. If an action is selected, and only in the event of assignment of the project/action, discussions-negotiations will take place between the applicant and 2023 ELEVSIS, in order to determine the final structure and form of the project along with its final timeline.

QUESTION 13.

At this phase of the application, do I have to include the names of the whole cast and partners? In addition to the number and type of contributors/partners, more details for each role / contribution is needed? Is it possible if our project is selected to formulate the complete cast and crew later?

A.

On the online form you are asked to specify the number of people who will be actively involved in the project/action, whether they are collaborators- contributors (professionals, companies, organizations) or participants (individuals). For each contributor, information such as First Name, Last Name, E-mail and Role are requested. We advise that the key contributors of the project/action remain the same. In the case of assignment (not selection), small changes or additions are acceptable, upon discussion.

QUESTION 14.

Does 2023 ELEVSIS undertake the production of projects / actions that will be implemented or should the applicants have their own producer/production company?

Α.

2023 ELEVSIS does not undertake the production of projects / actions. We recommend that projects / actions be supported by a production company.

QUESTION 15.

Do we need to include a budget description for our proposal (costs, travel expenses etc)? Are there any budgetary parameters within which proposals must fall?

A.

Yes, for the successful submission of your proposal, you need to include an indicative budget. The online form includes the budget template in editable format. The participant can download, fill in the template and then upload it as a pdf file to the online form in order to successfully submit the proposal. This template includes two main categories, Expenses (eg: Fees, Leases / Purchases, Hospitality, Supply of Materials, etc.) and Revenue (Sponsorships – Funding, Tickets, Merchandise). No further analysis of each sub-category is required during the Open Call. 

QUESTION 16.

How detailed should the budget of the proposal be at the submission stage?

Α.

The budget you are invited to attach is indicative. Overall, we urge you to include the needs that you deem necessary for the implementation of your project / action. Please form the budget according to the ideal situation for you and your professional experience. If an action is selected, and only in the event of assignment of the project / action, discussions-negotiations will take place between the applicant and 2023 ELEVSIS, in order to determine the final structure and form of the project along with its final budget.

QUESTION 17.

What is the maximum budget you can fund per applicant or project/action?

Α.

The budget of the proposed project / action should take into consideration the project scales described in the Terms of the Open Call for Proposals (paragraph 3.2). The budget is taken into account per proposal and the upper limit of the indicative budget is € 200,000 + VAT.

If a project / action is selected, and only in the event of assignment and implementation of the project / action, discussions / negotiations will take place between the applicant and 2023 ELEVSIS, in order to determine the final structure and form of the project and its final budget, based on the which the relevant contract will be concluded.

QUESTION 18.

I have applied for a grant to other bodies for this project, but I still do not have a relevant answer, how can I point it out?

Α.

The budget template in editable format provided in the online form, includes two main categories, Expenses (eg: Fees, Leases / Purchases, Hospitality, Supply of Materials, etc.) and Revenue (Sponsorships – Funding, Tickets, Merchandise). Next to each budget category there is a comment field where you may indicate further details such as the progress of a sponsorship application.

QUESTION 19.

All technical and administrative expenses of the project / action are included in the budget of the proposal or part of them is undertaken by the implementing body of the events. eg technical support, power supply, access permits to a place, etc.

Α.

For the overall description of the project, you may list all the technical needs you already know in the online proposal form. In the respective field of the online form, C.Outline of the project / action, it is possible to submit additional information material to which you may indicate technical needs and attach a technical rider, if any. Additionally, the indicative budget of the proposal should include as clearly and fully as possible the needs that you deem necessary for the implementation of your proposal.

If a project/action is selected, and only in the event of assignment of the project /action, discussions-negotiations will take place between the applicant and 2023 ELEVSIS, in order to determine the final structure and form of the project along with its final budget. During the discussions-negotiations, licensing and other permission issues will also be identified and addressed.

QUESTION 20.

I have submitted a proposal to Eleusis 2021 in the past, outside the specific framework of an open call for proposals, but there is no established communication or cooperation for my project. Do I have to resubmit my proposal?

A.

The conditions of both the new formulation of the artistic vision of 2023 ELEVSIS and the pandemic may affect elements of your proposal or even the entire proposal. Taking those two under consideration, we encourage you to participate in the Open Call if your project / action is relevant to and promotes the Artistic Vision and the Strategic Objectives of 2023 ELEVSIS  as described in detail here. Your new/updated proposal will be taken into account during the evaluation process by the General Artistic Directorate (in detail the selection process in article 7).

QUESTION 24.

Is there a budget template? Where can I find it?

Α.

You may find the budget template in the field C.4. of the online proposal form. You can download it, edit it, save it in .pdf format (corresponding to the name ARTIST_NAMEOFTHEPROJECT_BUDGET.pdf) and then upload it to the online form in order to successfully submit your proposal.

In addition, in the dossier with the full description, terms and procedure for participation in the Open Call for Proposals, along with the accompanying photos and the artistic vision of 2023 ELEVSIS (here), you can find the budget template, provided in a separate folder.

Please note that the file is not editable online.

QUESTION 25.

Is it possible to participate as a collaborator/partner in other projects while having submitted a proposal in the Open Call of 2023 ELEVSIS ?

Α.

As suggested in QUESTION 05, each interested party is allowed to submit ONLY one proposal, meaning that only one entry with the same data is allowed in the field A. Applicant Information and specifically in the field A.1. “Legal data” (legal form, VAT number, Tax Office, address), whether it applies to a natural or legal person.

The same restriction does not apply to Team Members of the project / action. These can be mentioned in the field C.5. of the proposal or added later if the project is selected.

Mystery 195 The Goumas Army by Dionisis Christofilogiannis
