Mohamed Noor’s father is enraged that this sentence is so long, but it is actually a very light sentence for killing a human being, and reflects Mohamed Noor’s privilege as a Somali Muslim migrant in Minneapolis. He was the first Somali Muslim on the Minneapolis police force. In 2016, Minneapolis Mayor Betsy Hodges expressed her excitement about that fact: “I want to take a moment to recognize Officer Mohamed Noor, the newest Somali officer in the Minneapolis Police Department. Officer Noor has been assigned to the 5th Precinct, where his arrival has been highly celebrated, particularly by the Somali community in and around Karmel Mall.”
Hodges wasn’t excited because Mohamed Noor had the skills necessary to become a fine police officer. She was only excited because he represented a religious and ethnic group that she was anxious to court. And it became increasingly clear — as we learned about Mohamed Noor’s nervousness and jumpiness and lack of respect for women, and from his own account of events that he relayed to friends (that he was “startled” and reacted by opening fire) — that Mohamed Noor was not cut out to be a policeman. He did not have the temperament for it, and if he hadn’t killed Justine Ruszczyk Damond, he would likely have done something similar at some point.
Mohamed Noor was not competent to be a police officer. If he had not been a Somali and a Muslim, he never would have been on the force at all. Identity politics kills. If there was any lesson to be drawn from the killing of Justine Ruszczyk Damond, that was it. The city of Minneapolis was so eager to have a Somali Muslim police officer on the force that it hired a man who had been found incompetent to hold the job. Even worse, Minneapolis officials did not fire him even when he proved that he was indeed unfit to be a cop.

MINNEAPOLIS (AP) — A Minneapolis police officer who fatally shot an unarmed woman after she called 911 to report a possible rape happening behind her home was sentenced Thursday to nearly five years in prison — the most the judge could impose but less than half the 12½ years he was sentenced to for his murder conviction that was overturned last month.
Mohamed Noor was initially convicted of third-degree murder and manslaughter in the 2017 fatal shooting of Justine Ruszczyk Damond, a 40-year-old dual U.S.-Australian citizen and yoga teacher who was engaged to be married. But the Minnesota Supreme Court tossed out Noor’s murder conviction and sentence last month, saying the third-degree murder statute didn’t fit the case because it can only apply when a defendant shows a “generalized indifference to human life,” not when the conduct is directed at a particular person, as it was with Damond.
Judge Kathryn Quaintance, who also presided at Noor’s trial, granted prosecutors’ request to impose the maximum sentence in state guidelines on Noor’s manslaughter conviction, 57 months. In doing so, she brushed aside the defense’s request for 41 months, which is the low end of the range. With good behavior, Noor could be freed on supervised release by next summer. The state prison website listed his anticipated release date as June 27….
Assistant Hennepin County Attorney Amy Sweasy, meanwhile, asked Quaintance to give Noor the longest possible sentence. She said the case “is worse than typical” because of who Noor is. “The most serious sentence this court can impose is required,” she said….
Noor, who is Somali American, was believed to be the first Minnesota officer convicted of murder for an on-duty shooting. Activists who had long called for officers to be held accountable for the deadly use of force applauded the murder conviction but lamented that it came in a case in which the officer is Black and his victim was white. Some questioned whether the case was treated the same as police shootings involving Black victims.
Noor’s father, Mohamed Abass, denounced Quaintance on his way out of the courthouse as “the worst judge in Minnesota” and “very hateful.” Speaking to reporters, he said, “This judge hates (the) Somali community” and said he believed racism was a factor in her decision to impose the toughest sentence she could.
Days after Noor’s conviction, Minneapolis agreed to pay $20 million to Damond’s family, believed at the time to be the largest settlement stemming from police violence in Minnesota. It was surpassed earlier this year when Minneapolis agreed to a $27 million settlement in Floyd’s death just as Chauvin was going on trial.

Compare this with the sentence for the death of George Floyd, which is the maximum possible, and it is not actually clear that the foot on the neck caused Floyd’s death. He may have died as a result of his large dose of narcotics in his blood along with the excitement of resisting arrest. The reason this man gets a slap on the wrist is because of the standard pattern, racist white cop kills innocent unarmed black. The Floyd death fulfilled the standard woke pattern. The pattern where a person of a special, privileged minority group kills an innocent, unarmed white woman is different. It calls for compassion and exoneration. Any other response is racist, as all wake people agree. So what is the problem here. The system works. We can expect this pattern to be fulfilled anytime it occurs, as will the former pattern. The legal system is a living system which takes into account the need to punish and destroy white supremacy and imperialistic colonialism.

According to this hierarchy, a Muslim man’s life is worth 33 times that of a Hindu woman. This hierarchy is based on the Islamic definition of human rights and is rooted in the Quran and Sharia (Islamic law).

This was most definitely a diversity hire, and I followed this case quite closely when it happened. I read that there was definitely some concern with Noor’s behaviour as a rookie police officer, before this incident occurred. I cannot remember exactly what type of behaviour, and I’ve searched for it, but nothing comes up. Perhaps removed? Anyway, we wait to see what happens in England to the son of an ex Somali Government official, for the death of MP David Amess. The father was ‘traumatised’ apparently with the news of the arrest of his son for this horrendous crime, but nothing mentioned about how he felt for the family of the victim. This case will be interesting.

When Mohammed Noor applied to join the police he underwent the usual aptitude and suitability testing. He was assessed as unsuitable. He was hired nonetheless.

From a physician who has performed thousands of pre-placement exams:
“Noor was flagged by two psychiatrists during a pre-hiring evaluation in early 2015. The psychiatrists said he seemed unable to handle the stress of regular police work and exhibited an unwillingness to deal with people.”
A police officer needs to be able to perform the essential functions of the job with or without reasonable accommodation.
Being able to handle the stress of regular police work and a willingness to deal with people are essential functions of the job as a police officer.
Medical is a recommending body to HR. That is the reason that they are employed / contracted by a private company or government entity to conduct pre-placement exams.
Two psychiatrists did not think that Mohamed Noor could perform the essential functions of the job with or without reasonable accommodation.
They could recommend:
Do not hire
or
Hire with limitations.
Since they had reservations about this individual, they must have recommended one of the above.
HR can accept the recommendations or reject the recommendations. Apparently they chose to reject the recommendations. By doing that, they have accepted the responsibility of hiring an individual that medical did not recommend. HR does not “help” an individual by rejecting medical recommendations. It puts that individual in a dangerous situation, to themselves or others.
I have never personally had HR flat-out reject my medical recommendations on a pre-placement exam. I have had them questioned with much productive dialogue which sometimes resulted in minor modifications of the medical recommendations. Sometimes medical procedures, reports, etc. are pending which may affect the disposition. In this case, it involved hardwired personality issues which do not change.
In this particular case, it appears that the psychiatrists did due diligence and were ignored by human resources likely for the reasons cited by Robert Spencer.
Human resources did a grave disservice to both the city – and to Mohamed Noor.
