TECHNICAL ADVISOR (Consultancy contract) – PEACE PRACTICE AND INNOVATION UNIT (PPI)

We are looking for a Technical Advisor for the coordination of information and drafting of a psycho-social impact study on the victims of ISIS in North East  Syria within the Peace Practice and Innovation (PPI) unit. Presence or travel to North East Syria is required as part of the role.”

Duties and responsibilities

Technical Advisor for the coordination of information and drafting of a psycho-social impact study on the victims of ISIS in North East Syria. The aim of the study is to record and acknowledge the impact of ISIS violence in the region.

  • In close collaboration with the Institute’s Peace Practice and Innovation team, and working closely with the Chief of Staff on a memory and acknowledgement process regarding the impact of ISIS violence in the region, support the implementation and coordination of the project team’s workplan;
  • Lead on the production of the final report providing an objective, impartial and authoritative account of the facts and circumstances surrounding the conflict in North East Syria, and the nature of its impact in terms of suffering and abuses for the local population;
  • Work with the experts producing technical chapters on the impact in the thematic areas related to psycho-social issues, economy, education and gender;
  • Provide advice as needed to the project through conducting field work (8 teams operating in 6 districts for 4 months), interviews and meetings, and ensure that the efforts meet high standards suitable for the context;
  • Contribute to outreach and awareness-raising campaigns related to the implementation of the project;
  • Conduct multiple missions to the region to participate in key meetings, including for stays of up to two weeks in the later phases of the work;
  • Provide expert advice on data collection, treatment, storage, classification, and analysis;
  • Ensure regular liaison with the line manager and other relevant Institute staff to update on project developments;
  • Any other duties relevant to the delivery of the report as assigned by the line manager.

Profile

  • At least ten (10) years of practical experience at international level in the field of complex field investigation and report writing, such as commissions of inquiry, truth commissions or similar processes. 
  • Experience in working in conflict-affected areas (experience working in Syria is considered an asset);
  • Willingness and capacity to travel to conflict affected areas in North East Syria;
  • Fluency at a native level (written and verbal) in English;
  • Ability to communicate and work in Arabic and/or Kurdish will be considered a strong asset;
  • Able to dedicate on average ten (10) days per month over a five-month period, with the heaviest workload during the first and last months.

The Institute offers

  • Consultancy contract for a maximum of 65 days until 31/03/2023
